<p>Mayors from 400 cities around Europe have signed <a href="http://www.eumayors.eu">the Covenant of Mayors agreement</a> and promised to go beyond EU&#8217;s <a href="http://www.green-blog.org/2008/01/24/eu-agrees-on-a-plan-of-action-against-climate-change/">20% by 2020</a> energy and climate goals.</p>
<p>The whole idea with the Covenant of Mayors pact is to &#8220;go beyond&#8221; EU’s 20% greenhouse gas emission cuts and 20% renewable energy by 2020. The German city Hamburg plans to reduce emissions by 40 percent by 2020. Paris on the other hand says it hopes to reduce emissions by 25 percent over the same period. </p>
<p>EU’s <a href="http://europa.eu/rapid/pressReleasesAction.do?reference=IP/09/238&#038;format=HTML&#038;aged=0&#038;language=EN&#038;guiLanguage=en">Energy Commissioner Andris Piebalgs said</a> the plan, which will affect 80 million Europeans, is equivalent to reforest each year a surface larger than the whole of Hungary, or taking out from the streets more than 35 million cars or closing down 20 coal-fired 50MW power plants. At a conservative estimation the plan will save around €8 billion ($10.4 billion) in energy costs every year.</p>
<blockquote><p>&#8220;Most of the energy produced in Europe is consumed in urban areas. The battle against climate change will have to fought and won in the cities. This is why, the commitment shown by Mayors across Europe by signing the Covenant of Mayors send us a strong message of hope, particularly in the difficult times that we are facing &#8220;, said Commissioner Piebalgs.</p></blockquote>

<p>Cities in non-EU member states have also backed the climate change agreement. These include cities in Switzerland, Norway, Ukraine, Turkey, Buenos Aires, Argentina and New Zealand. In USA the New York mayor <a href="http://www.huffingtonpost.com/huff-wires/20090210/eu-eu-climate-change/">Michael Bloomberg backed the EU plan</a> and said his city would aim to reduce emissions by 30 percent by 2030. </p>
<p>Committee of the Regions President Luc Van den Brande, speaking at the signing ceremony, said that the plan “is not for big cities alone” and that “smaller cities and towns, as well as regions as a whole” should make the environmental pledge: </p>
<blockquote><p>&#8220;The Covenant of Mayors is an excellent initiative which will continue to grow in partnership with the Committee of the Regions. <a href="http://www.green-blog.org/2008/12/12/embarrassment-eu-leaders-fail-to-agree-on-a-strong-climate-deal/">Europe&#8217;s ambitious targets</a> for cutting greenhouse gases will only be met when European local and regional authorities pull together and become involved as partners. The Covenant is not for big cities alone: smaller cities and towns, as well as regions as a whole, should also be encouraged to sign the Covenant and make the environmental pledge. The Committee of the Regions is also exploring the idea of creating a network for cities and regions signed up to the Covenant, helping them to share best practice ideas and experience.&#8221;</p></blockquote>

<p>As a <a href="http://www.green-blog.org/2009/01/13/top-german-scientists-warns-that-climate-change-is-accelerating/">top German scientist warns that climate change is accelerating</a>, while <a href="http://www.green-blog.org/2009/01/12/2008-ends-up-being-the-tenth-warmest-year-due-to-man-made-climate-change/">2008 ends up being the tenth warmest year</a> ever recorded and a <a href="http://www.green-blog.org/2009/01/30/shock-noaa-study-shows-climate-change-largely-irreversible-for-1000-years/">NOAA study shows climate change is &#8220;largely irreversible for 1000 years&#8221;</a> we hear news about severe heatwaves and droughts in Argentina, Australia and USA. </p>
<p>Australians are currently facing a severe heatwave with temperatures of 40-plus Celsius (104 Fahrenheit) for the southern parts of the country, making it the worst heatwave in 100 years. And the Australian government says it&#8217;s <a href="http://www.reuters.com/article/environmentNews/idUSTRE50S0OA20090129?feedType=RSS&#038;feedName=environmentNews">a sign of climate change</a>.</p>
<blockquote><p>&#8220;Climate Change Minister Penny Wong said the heatwave, which started on Wednesday, was the sort of weather scientists had been warning about.</p>
<p>&#8220;Eleven of the hottest years in history have been in the last 12, and we also note, particularly in the southern part of Australia, we&#8217;re seeing less rainfall,&#8221; Wong told reporters.</p>
<p>&#8220;All of this is consistent with climate change, and all of this is consistent with what scientists told us would happen.&#8221;"</p></blockquote>

<p>In Argentina the people are currently facing <a href="http://www.msnbc.msn.com/id/28817239/">a year long drought</a> that has killed an estimated one million animals and destroyed thousands of acres of valuable crops. </p>
<blockquote><p>&#8220;Skeletons of livestock are piling up in the scorching sun of the Southern Hemisphere&#8217;s summer as the worst drought in a generation turns much of Argentina&#8217;s breadbasket into a dust bowl.</p>
<p>The nation&#8217;s farm sector stands to lose $5 billion this year alone — a huge blow to the economy of Argentina, a top world exporter of soy, corn, wheat and beef — as well as to the government of President Cristina Fernandez, which faces billions of dollars in debt payments this year.</p>
<p>Wheat fields that once supplied flour for pasta-loving Argentines now resemble deserts, and spiny thistles are all that survive on cattle ranches in southern Buenos Aires province.&#8221;</p></blockquote>
<p>And in California, USA, a new study has showed that the state is facing <a href="http://www.reuters.com/article/environmentNews/idUSTRE50S7NK20090130">one of the worst droughts in its history</a> as the winter snow levels is only at 61% of normal levels. </p>
<blockquote><p>&#8220;The state, which produces about half the United States&#8217; vegetables and fruit, is in its third year of drought and its main system supplying water to cities and farms may only be able to fulfill 15 percent of requests, scientists said.</p>
<p>The snowpack on California&#8217;s mountains is carrying only 61 percent of the water of normal years, according to the survey by the state Department of Water Resources. Last year the snowpack held 111 percent of the normal amount of water, but spring was the driest ever recorded.</p>
<p>&#8220;California is headed toward one of the worst water crises in its history, underscoring the need to upgrade our water infrastructure by increasing water storage, improving conveyance, protecting the (Sacramento) Delta&#8217;s ecosystem and promoting greater water conservation,&#8221; Schwarzenegger said in a statement.</p>
<p>&#8220;We may be at the start of the worst California drought in modern history,&#8221; added Water Resources Director Lester Snow in a separate statement.&#8221;</p></blockquote>

<p>We are already now starting to see riots and protests around the world that have been triggered by the lack of resources. And unfortunately this is a sight we will see more and more of in the future.</p>
<p>People are protesting in Haiti, Argentina, Cambodia, Indonesia, Egypt, Bolivia, Senegal and Yemen because of rising food costs or because they can’t even buy any food – cause there isn&#8217;t any.</p>
<p><span id="more-256"></span></p>
<p>The FAO, Food and Agriculture Organization of the United Nations, warns that the crisis is much worse than previously thought. According to a new report released earlier this month <a href="http://www.fao.org/newsroom/en/news/2008/1000826/index.html">37 countries around the world are currently facing food crises</a>.</p>
<p>FAO urges &#8220;all donors and International Financing Institutions to increase their assistance or consider reprogramming part of their ongoing aid in countries negatively affected by high food prices&#8221;.</p>
<p>Sir John Holmes, undersecretary general for humanitarian affairs and the UN&#8217;s emergency relief coordinator, warns that <a href="http://www.guardian.co.uk/environment/2008/apr/09/food.unitednations">the rising food price threatens global security</a> and will undermine already weak governments.</p>
<blockquote><p>&#8220;We are seeing a new face of hunger. We are seeing more urban hunger than ever before. We are seeing food on the shelves but people being unable to afford it.&#8221;</p></blockquote>
<p>The food prices are rising due to many different things that are linked together like a huge global ecosystem.</p>
<p>When our global population grows at record speeds the demand for food and other resources also grows.</p>
<p>And when the oil reserves shrink the price on gas and oil rises and makes it harder to sustain our global trade system. Farmers must pay more for their gas to their tractors and equipments and shipping the food around also costs more due to the rising fuel costs.</p>
<p>At the same time farmers face climate changes (that our addiction to oil have created) that reduces their harvests.</p>
<p>Now we are even trying to satisfy our oil addiction and car-fetish by replacing the oil with different biofuels (that are overall worse than the oil).</p>
<p>The European Environment Agency&#8217;s (EEA) Scientific Committee <a href="http://green-blog.org/2008/04/11/the-eea-scientific-committee-wants-to-suspend-europes-10-biofuels-target/">recently called for the suspension</a> of EU&#8217;s target to increase the share of biofuels used in transport to 10% by 2020. The committee calls for a new, &#8220;comprehensive scientific study on the environmental risks and benefits of biofuels&#8221; before any targets should be set.</p>
<p>The rising demand for <a href="http://green-blog.org/2008/02/20/will-we-eat-laboratory-grown-meat-in-the-future/">meat is also a part of the problem</a>.</p>
<p>But no matter how much we try to stop our unsustainable food and resource system and move over to a more local and sustainable system the food crisis will still remain a big issue around the world, now and further ahead in the future.</p>
<p>Now maybe the only thing that can save us is the rationing of greenhouse gas emissions as well as our provisions, especially the meat, worldwide.</p>

<p>A high-speed railway system is finally coming to America. And with America I mean <a href="http://www.europeanrailoutlook.com/A/xthismonth.html">Argentina</a> and not the USA.</p>
<p>The newly elected President, Christina Kirchner, has decided to build a 710 km (440 mile) long high-speed railway system in Argentina for a total cost of $1.35 billion.</p>
<p><span id="more-216"></span></p>
<p>The French company <a href="http://www.transport.alstom.com/home/news/hot_news/34495.EN.php?languageId=EN&#038;dir=/home/news/hot_news/">Alstom has signed the contract</a> to build the first high-speed railway system in America. Philippe Mellier, President of Alstom Transport, says that &#8220;the Buenos Aires-Rosario-Cordoba line constitutes the largest very high speed rail project since the KTX project in Korea. It represents an essential component in the economic development of Argentina.&#8221;</p>
<p>The high-speed railway system is planned to link Argentina&#8217;s two major cities, Buenos Aires and Cordoba. The journey is estimated to take 3 hours instead of the 14 hours it normally takes today. Eight double deck trains, capable of speeds of up to 320kph, with a capacity of 500 passengers each, will be used.</p>
